In these presentations we plan to discuss the issues in preparedness and response efforts within the context of Homeland Security and Emergency Management. The first study discusses the issues linked to disaster prevention and management practices and preparing populations for catastrophic events. As we have witnessed over the last several years with the devastating events such as Hurricane Sandy and the Boston Marathon Bombing, planning for vulnerable populations is especially problematic. The second examines and compares biological preparedness for mass casualty events between the United States and other countries. The third discusses the lack of preparedness and the failures in the responses in crisis situations suggest the need to expand the presidential authority to use military forces during domestic emergencies. Policy recommendations and practical applications to solving the issues of each individual study is outlined.
